Repurposing South Surrey Parkland for Townhouse Development

The City of Surrey is undertaking the repurposing of land within Darts Hill Garden Park for townhouse development.

Council’s Decision

At its April 8 meeting, the council unanimously endorsed recommendations in a report by Laurie Cavan, the general manager of parks, recreation, and culture, and Don Luymes, the planning and development manager. The report proposes redesignating land at 1734 and 1750 168 Street from a ‘proposed park’ to a ‘medium density townhouse’.

Preserving Park Space

While the proposed amendments to the Darts Hill Neighborhood Concept Plan (NCP) do not aim to reduce Darts Hill Garden Park, they seek to reconfigure it. The report emphasizes that this parkland is not necessary to fulfill the parkland needs in the Darts Hill NCP.

Enhancing Park Amenities

An approved development eliminates the need for a detention pond on the proposed parkland. Consequently, this relocation will free up more land for park-specific amenities, thereby facilitating the expansion of Darts Hill Garden Park.

Community Engagement and Context

Darts Hill Garden Park, a generous gift to Surrey residents in 1994 by Francisca and Edwin Darts, is currently managed by the city under a conservancy trust society. The society is dedicated to advancing the garden’s development and expanding opportunities for public enjoyment.

Residents in the NCP will continue to benefit from the existing Darts Hill Garden Park, as well as its proposed expansion to the east, and four new neighborhood parks planned in the area.

The proposed changes respond to provincial legislation, including Bill 44 – the Housing Statutes (Residential Development) Amendment Act, 2023. This legislation mandates an increase in family-oriented housing near major transportation routes. Acknowledging the rising density in neighborhoods, the report highlights the importance of future parkland, especially neighborhood park space with active amenities.

Conclusion

The council’s endorsement includes aligning the Darts Hill NCP with the Official Community Plan and preparing necessary OCP amendment bylaws. These decisions reflect a proactive approach to address evolving housing needs while preserving community green spaces.
