South Surrey’s Hills at Portal Golf Club: A Bold Redevelopment Plan

The Hills at Portal Golf Club in South Surrey is at the center of a bold redevelopment plan. Located near the Peace Arch border crossing, this 150-acre property has been a golf destination since it opened in 1928. However, the current owners, Joe Haley and Randy Bishop, are proposing a new vision for the site. Their plan includes transforming 51 acres into residential housing while dedicating 100 acres to public parkland.

The South Surrey Golf Course Redevelopment aims to balance housing needs with ecological preservation. To proceed, the owners have applied to remove 51 acres from the Agricultural Land Reserve (ALR). This step requires approval from both Surrey City Council and the Agricultural Land Commission (ALC). If approved, the development will include single-family residential lots. These homes will occupy two areas: the property’s center, which includes the clubhouse and parking lot, and a smaller section in the southwest corner near the Peace Arch border facilities.

The remaining 100 acres of the golf course will serve as public parkland. This area includes protected green spaces, Campbell River, and Fergus Creek. The redevelopment will help meet South Surrey’s growing demand for housing while preserving vital natural habitats.

This project reflects Randy Bishop’s real estate interests, which include the Governors Point development in Washington State. Closer to South Surrey, the City is also considering another major project: a 33-acre Costco Warehouse development with a gas station. Together, these initiatives highlight the rapid transformation of the region.
