White Rock City Hall Redevelopment: A 12-Storey Community Hub in the Making

White Rock is moving forward with a major urban upgrade—plans for a new 12-storey White Rock City Hall redevelopment and community hub at 1510 Johnston Road. This ambitious project will replace the aging City Hall, meeting growing municipal needs while improving accessibility and community services.

A Vision for the Future

White Rock Mayor Megan Knight highlighted the project’s significance, stating, “This Community Hub is more than just a building — it’s an investment in our city’s future.” The new White Rock City Hall will centralize essential services, creating a stronger, more connected community.

Prime Location & Accessibility

Located in White Rock Town Centre, the new City Hall redevelopment will sit at the northeast corner of Russell Avenue and Johnston Road. It is one block from Semiahmoo Shopping Centre and the Surrey-White Rock border. Unlike the existing City Hall at 15322 Buena Vista Avenue, this site offers better public transit access via the nearby TransLink White Rock Centre bus exchange.

Key Features of the White Rock City Hall Redevelopment

The facility will be a mixed-use development featuring:

  • 35,000 sq ft of City Hall offices and a new City Council chamber/theatre.
  • A 5,000 sq ft public library replacing the current White Rock Library.
  • A 3,500 sq ft childcare facility for local families.
  • Community services, including senior programs, youth support, cultural activities, and shared spaces.
  • 3,500 sq ft of retail space to boost the commercial sector.
  • Underground parking for convenience.

Financial Strategy: No Tax Increases

The White Rock City Hall redevelopment will be funded without tax increases or borrowed money. The estimated $20.5 million budget will come from municipal reserves, community amenity contributions (CACs), and the Affordable Housing Reserve Fund. Selling the current City Hall, library, and childcare properties for residential development could generate a $3 million net profit.

Exploring More Possibilities

City Council is considering a taller version, possibly 25 storeys, to include 500 strata condominiums. This could generate over $23 million in municipal profits, making the project even more sustainable.

Next Steps in the White Rock City Hall Redevelopment

With preliminary studies completed, White Rock City Council has approved the planning phase. The municipal government is also exploring funding partnerships with BC Housing and Canada Mortgage and Housing Corporation to integrate affordable housing.
