Whalley condos are apartment units in strata buildings, most of them in and around Surrey City Centre near the SkyTrain. Every price range shows here, from older low-rise buildings to newer towers, so you can compare them in one place. To learn the neighbourhood first, read my Whalley guide.

For condo buyers in Whalley and Surrey City Centre, I read the Form B, the bylaws and the minutes with you before you firm up an offer. I've been a REALTOR® since 2015 and a member of the Fraser Valley Real Estate Board's Medallion Club for 10 straight years, which puts me in the top 1% of all Realtors in the Fraser Valley by FVREB sales. I'm #1 in South Surrey/White Rock by MLS points for 2025 and 2026 year to date, with more than $500M in sales.
In Paragon, the MLS® system local REALTORS® use, Whalley is a sub-area of North Surrey, and it takes in Surrey City Centre. The feed is limited to apartment-style condos, since most of North Surrey's condos are here. Below it, you'll find what the City Centre Plan means for condo buyers, how the SkyTrain connects the area, and what to read in the strata records before you buy.
Whalley is in the City of Surrey, so Surrey's bylaws and plans apply. City Centre is its core. The City of Surrey's City Centre Plan describes the area as changing from a suburban town centre into a walkable, transit-oriented downtown for the area south of the Fraser River. Learn more about the plans for the area on my Surrey land use plans page.
The City is updating the plan. The update enables more transit-oriented development around the SkyTrain stations, plans for more parks and amenities, and allows more growth in the Bolivar Heights area next door. If you'd like more space and a yard, my Bolivar Heights homes for sale page lists homes just north of City Centre.
Three Expo Line stations serve Whalley: Gateway, Surrey Central and King George. Many condo buildings in City Centre are a short walk from one of them, so you can commute without a car. If transit matters to you, start your search with the buildings closest to a station.
The Province is also building the Surrey Langley SkyTrain. It extends the Expo Line from King George Station along Fraser Highway to Langley City. For condo owners in Whalley, that means the same line will reach further east into Surrey and Langley.
A condo in BC is a strata lot. You own your unit, and you share the common property, such as the roof, halls, elevators, parkade and grounds, with every other owner through the strata corporation. An elected council runs the strata corporation, sets the strata fees and makes the bylaws that every owner has to follow. Some parts of the building can be limited common property, like a balcony or a parking stall set aside for one unit, so read the strata plan to see what goes with the unit you're looking at.
The Province says the Form B: Information Certificate discloses information about a strata lot and the strata corporation. An owner, a buyer or someone they authorize can ask for it, and the strata corporation has to provide it within 7 days. It shows the monthly strata fees, anything the owner still owes the strata, approved special levies, and how much is in the contingency reserve fund. It also comes with the current budget, the rules, and the most recent depreciation report if there is one.
In BC, strata corporations with five or more strata lots must get a depreciation report on a five-year cycle. The report lists the common property and assets and projects repair, maintenance and replacement costs over 30 years. Read it alongside the contingency reserve fund balance in the Form B.
For current figures, see my Fraser Valley Market Stats page. If you're watching your budget, my Surrey condos under $800K page is set to one price band across the city.
I read the Form B, the depreciation report and the minutes with you, and I point out anything worth asking the strata or a lawyer about. I check the strata plan so you know which parking stall and locker come with the unit, and I help you compare buildings near each station. That review happens before you remove subjects, while you can still walk away.
