I help buyers find top-floor penthouse condos across Langley, from the newer towers in Willoughby to the buildings near downtown Langley City. I've been a REALTOR® since 2015 and a member of the Fraser Valley Real Estate Board's Medallion Club for 10 straight years, which puts me in the top 1% of all Realtors in the Fraser Valley by FVREB sales. I'm #1 in South Surrey/White Rock by MLS points for 2025 and 2026 year to date, with more than $500M in sales.
This page shows penthouse condos for sale across Langley. The feed uses the Penthouse style tag that listing agents add on MLS®, so it shows top-floor apartments the agent has marked as a penthouse. If you want to see every apartment instead, start with my Langley condos for sale page.
There is no legal definition of a penthouse in BC. On MLS®, it's a style the listing agent picks for a unit, usually on the top floor of an apartment building. Some penthouses take up a whole floor. Others share the top floor with a few other units. Many have higher ceilings, a larger deck or a private roof deck, but none of that is guaranteed by the name.
Because the tag is chosen by the agent, a few top-floor units never get it, and a few listings use "PH" in the unit number without the tag. When you're looking, I check the tag, the floor and the unit number together, so a good unit doesn't slip past you.
Willoughby is in the Township of Langley, so zoning and permits come from the Township. Most of its apartment buildings are newer, and top-floor units there are often in mid-rise buildings near the shops. Browse every apartment on my Willoughby condos for sale page.
The City of Langley is its own city, separate from the Township, with its own zoning and building bylaws. Its apartment buildings sit around downtown near Fraser Highway and 203 Street. Browse every apartment on my City of Langley condos for sale page.
I grew up on a farm in Langley and live here again now. A top-floor unit can feel very different from the one below it, so I like to visit at different times of day to check light, noise and the view from the deck itself.
Every penthouse is a strata lot, so you're buying into a strata corporation under BC's Strata Property Act. A top-floor unit raises a few questions that lower floors don't.
Roof decks. A roof deck is often limited common property: common property set aside for one unit's use, not part of the unit itself. The strata plan and bylaws show who can use it, what you can put on it and who pays for upkeep.
The roof over your head. The roof sits right above a penthouse, so read the depreciation report for the roof, membrane and elevator plans, then recent minutes for leaks, special levies or repairs.
Strata fees. Fees are usually based on unit entitlement, set out on the strata plan. A larger unit often has a higher entitlement and a higher monthly fee. The Form B Information Certificate shows the exact fee, any special levies and the bylaws in force.

1. What makes a condo a penthouse on MLS? A penthouse is a top-floor unit that the listing agent has tagged with the Penthouse style. There is no legal definition, so confirm the floor and layout yourself.
2. Where are most Langley penthouses? Most are in Willoughby and Langley City, where most of Langley's apartment buildings are.
3. Are Willoughby and Langley City under the same city rules? No. Willoughby is in the Township of Langley. The City of Langley is a separate city with its own zoning and building bylaws.
4. Is a penthouse roof deck mine alone? Not always. A roof deck is often limited common property, set aside for one unit. The strata plan and bylaws show who uses it and who pays for upkeep.
5. Do penthouse owners pay higher strata fees? Strata fees are usually based on unit entitlement. A larger unit often has a higher entitlement, so check the Form B for the exact monthly amount.
6. What strata documents should I read? The Form B Information Certificate, the bylaws and rules, recent minutes, the depreciation report and the financial statements. Look for roof, membrane and elevator items.
7. Can I search for PH unit numbers instead? Unit numbers like PH1 help, but not every penthouse uses them and not every top-floor unit is tagged. I check the tag, the floor and the unit number together.
