Langley half duplexes sit in two separate municipalities, the City of Langley and the Township of Langley, and each has its own zoning rules. This page sets out what each one says about duplexes and suites, and how title works.
In Paragon, the MLS® system used by local REALTORS®, these homes are listed as "DUPXH 1/2 Duplex" under Residential Attached. Langley is Paragon area F60, which covers both the City and the Township. Use the map search or browse Langley homes for sale.
The Township's small-scale, multi-unit housing page says Council adopted zoning amendments for small-scale multi-unit housing on November 18, 2024. An updated Official Community Plan was adopted December 1, 2025.
To qualify for more units, the Township says a property must:
Eligible lots get 3 units at 280 m² or less and 4 units above that, up to 4,050 m². Lots that don't qualify are allowed one home plus one suite or detached unit, depending on zoning. Small-scale housing lots need at least one parking space per unit and two per lot.
On April 27, 2026, Council adopted Schedule 4 of the OCP, which sets a Development Permit Area with form and character guidelines for this housing. A development permit is needed unless an exemption applies.
The Township's FAQ says suites are now allowed in duplexes and in semi-detached dwellings, which it describes as duplex buildings that straddle two lots. Building one needs a building permit, confirmation of parking, and strata permission where applicable.
Its residential building permits page says a semi-detached home shares one common wall with the house next door, and the property lines run directly through each shared wall. Under the Township's Fees and Charges Bylaw, properties with suites pay an Annual Secondary Suite Infrastructure Fee. The current schedule lists $245 in 2025 and $145 in 2026 and thereafter, so confirm the rate for the year you buy.
The Province designated the 800 m radius around the planned Willowbrook SkyTrain station as a Transit Oriented Area on May 2, 2025, according to the Township.
The City adopted Zoning Bylaw, 2025, No. 3300 on March 9, 2026, according to its Zoning Bylaw page. The explanatory memo for Bylaw No. 3300 says the new R1 zone is based on the old RS1, RS2 and RM1 zones and allows single detached homes, plex-homes, secondary suites, garden suites and carriage homes.
The adopted Zoning Bylaw, 2025, No. 3300 says a secondary suite shall not exceed a gross floor area of 100 m², and shall not exceed 40% of the gross floor area of the building it is in. It says the registered owner of the lot on which the suite is situated must reside on the lot, and the same rule applies to garden suites and carriage homes. A suite must also comply fully with the B.C. Building Code and be recorded in the City's secondary suites registry.
Earlier, the City's Bylaw No. 3284 notice said Bill 44 required up to 4 units on single detached lots and up to 6 within 400 m of frequent bus service.
A Langley half duplex may be on its own lot or be a strata lot. The Province's Living in a strata page says the Strata Property Act applies to duplexes if they are strata-titled. Section 67 of the Strata Property Act says each strata lot is a separate parcel for assessment and taxation.

3 units for lots of 280 m² or less, and 4 units for lots between 280 m² and 4,050 m².
