I help buyers find half duplexes in Cloverdale and Clayton, and I check the title, zone and suite questions before anyone writes an offer. I've been a REALTOR® since 2015 and a member of the Fraser Valley Real Estate Board's Medallion Club for 10 straight years, which puts me in the top 1% of all Realtors in the Fraser Valley by FVREB sales. I'm #1 in South Surrey/White Rock by MLS points for 2025 and 2026 year to date, with more than $500M in sales.
This page shows duplexes and half duplexes for sale in Cloverdale, one of the City of Surrey's communities. In Paragon, the MLS® system local REALTORS® use, Cloverdale is a sub-area of Surrey, and it takes in Clayton as well as the historic town centre. A half duplex is one side of a building split into two homes. You own your side, and you share one wall with the neighbour.
Cloverdale is in the City of Surrey, so Surrey's zoning bylaw and plans apply, not Langley's, even on streets close to the border. Clayton, on the north side, is where much of the newer building has happened. To learn the area, read my Cloverdale guide and my Clayton guide.
The City of Surrey defines a duplex as a residential building divided into two principal dwelling units. The two homes can sit side by side or one up and one down. On MLS, each home that shares a wall with one other home is usually listed as a half duplex, so most listings on this page are one side of a building, not the whole thing.
A strata duplex is split into two strata lots under a strata plan filed at the Land Title Office. It comes with a strata corporation, bylaws and Form B paperwork, even if there are only two owners. A non-strata duplex sits on one title. The two owners often rely on a party-wall agreement registered on title to set out who looks after the shared wall, roof and services. Some semi-detached homes sit on two separate lots instead, so check the title before you assume either way.
Surrey's rules let a duplex have a secondary suite in each half, and the BC Building Code allows one secondary suite per home. A suite only counts if it was built with permits. The City says the newer zoning rules don't make an unpermitted suite legal after the fact. If a suite matters to you, ask for the permit history before you write an offer.
Every property in Surrey has a zone under Surrey Zoning Bylaw 12000, and you can look up any lot in the City's COSMOS map. Many newer Clayton lots are in Comprehensive Development (CD) zones, which each have their own site-specific rules. The old semi-detached zone, RF-SD, is now R6 (Semi-Detached Residential Zone), and the old single family zones RF and RF-SS are now R3 (Urban Residential Zone).
Surrey's small-scale multi-unit housing rules apply to lots under 4,050 m² in zones RA, R1, R2, R3, R4, R5, R5-S and R6, and to CD lots based on lot size. Lots under 280 m² can usually have up to 3 units and larger lots up to 4. Lots of at least 281 m² within 400 m of a bus stop with 15-minute service can have up to 6. Whether a Cloverdale lot is in one of those Frequent Bus Stop Areas depends on the address, so check Schedule F of the Zoning Bylaw or COSMOS.
A few limits still apply. The City reviews sewer, water and drainage capacity when someone applies to add units. Section 219 covenants on title still apply and take precedence. Land near the Agricultural Land Reserve edge can be subject to a farm protection development permit, and Cloverdale has farmland on several sides.
For current figures, see my Fraser Valley Market Stats page. If you want something with less upkeep, my Cloverdale townhomes under $1.2M page lists those. For duplexes across the whole city, see my Surrey half duplexes for sale page.
1. What is a half duplex? One of two homes in a building divided into two principal dwelling units. You own your side and share one wall with the other home.
2. Is Clayton part of Cloverdale? Yes. Clayton is in the Cloverdale community of the City of Surrey, and Paragon lists it under the Cloverdale sub-area.
3. Is a Cloverdale duplex always strata? No. Some are split into two strata lots with a strata corporation. Others sit on one title and often rely on a party-wall agreement registered on title.
4. Which zone covers duplexes in Surrey now? The old RF-SD zone is now R6, the Semi-Detached Residential Zone. Many newer Clayton lots are CD zones, so check any lot's zone in COSMOS.
5. Can a duplex have a suite? Surrey's rules allow a secondary suite in each half. A suite only counts if it was built with permits, so ask for the permit history.
6. Can a Cloverdale lot have up to 6 units? Only eligible lots of at least 281 m² within 400 m of a bus stop with 15-minute service. Check Schedule F or COSMOS for the address.
7. Do Langley rules apply near the border? No. Cloverdale is in the City of Surrey, so Surrey Zoning Bylaw 12000 applies.
