Cloverdale houses sit on lots in Surrey zones like R3, R4, R5 and CD, from the town centre to Clayton. Every price range shows here, from older homes on larger lots to newer builds on smaller ones. For every other home type in the area, see my Cloverdale homes for sale page.

For house buyers in Cloverdale and Clayton, I check the zone and the suite permits before you write an offer. I've been a REALTOR® since 2015 and a member of the Fraser Valley Real Estate Board's Medallion Club for 10 straight years, which puts me in the top 1% of all Realtors in the Fraser Valley by FVREB sales. I'm #1 in South Surrey/White Rock by MLS points for 2025 and 2026 year to date, with more than $500M in sales.
This page shows detached houses for sale in Cloverdale, one of the City of Surrey's communities. In Paragon, the MLS® system local REALTORS® use, Cloverdale is a sub-area of Surrey, and it takes in Clayton as well as the historic town centre. The feed covers every price. My Cloverdale homes under $1.8M page and my Cloverdale homes over $1.8M page split the same area into two price bands.
Cloverdale is in the City of Surrey, so Surrey Zoning Bylaw 12000 applies, not Langley's bylaw, even on streets close to the border. Clayton, on the north side, has many newer houses on smaller lots, while older streets near the town centre often have larger lots. To learn the area, read my Cloverdale guide and my Clayton guide.
Every property in Surrey has a zone, and you can look up any lot in the City's COSMOS map. Surrey replaced its old single family zones with new ones. RF and RF-SS are now R3 (Urban Residential Zone). RF-12, RF-13 and RF-12C are now R4 (Small Lot Residential Zone). RF-9, RF-10 and RF-9C are now R5 (Compact Residential Zone). Larger lots fall under RA, R1 or R2.
Many newer Clayton lots are in Comprehensive Development (CD) zones. The City says CD zones stay in place and each has its own site-specific rules. The newer small-scale housing permissions apply to CD lots based on lot size.
Surrey's small-scale multi-unit housing rules say lots under 280 m² may be able to have up to 3 units and larger lots up to 4. Eligible lots of at least 281 m² within 400 m of a bus stop with 15-minute service may be able to have up to 6. Whether a Cloverdale lot is in one of those Frequent Bus Stop Areas depends on the address, so check Schedule F of the Zoning Bylaw or COSMOS.
The City lists a single family house with a secondary suite and a coach house or garden suite as one combination these rules allow. The BC Building Code permits only one secondary suite per house. The City also says the new rules don't make an unpermitted suite or coach house legal after the fact. If a suite matters to you, ask for the permit history before you write an offer.
You need a building permit for any of this. The City reviews sewer, water and drainage capacity when someone applies to add units. Section 219 covenants on title still apply and take precedence. In flood plain, steep slope, sensitive ecosystem or farm protection areas, a development permit may also be needed.
For current figures, see my Fraser Valley Market Stats page. If you'd rather have less upkeep, my Cloverdale townhomes for sale page lists those. If you want more land, see my Cloverdale lots and land page.
I look up the zone in COSMOS with you and check whether the lot is a CD zone with its own rules. I ask the seller for permit records for any suite, coach house or addition, and I pull the title so we can read the covenants and easements together. If the lot sits near the ALR or a flood plain, I flag that early so you can ask the City the right questions. All of that happens before you remove subjects, while you can still walk away.
1. Is Clayton part of Cloverdale? Yes. Clayton is in the Cloverdale community of the City of Surrey, and Paragon lists it under the Cloverdale sub-area.
2. What zone is a typical Cloverdale house in? Many are R3, R4 or R5, which replaced the old RF zones. Many newer Clayton lots are CD zones, so check the zone in COSMOS.
3. What happened to the RF zone? Surrey replaced RF and RF-SS with R3, the Urban Residential Zone.
4. Can a Cloverdale house have a suite? The BC Building Code permits one secondary suite per house. A suite only counts if it was built with permits, so ask for the permit history.
5. Can a Cloverdale lot have up to 6 units? Eligible lots of at least 281 m² within 400 m of a bus stop with 15-minute service can have up to 6 units. Confirm the address in Schedule F or COSMOS.
6. Do covenants still apply under the new rules? Yes. Section 219 covenants on title still apply and take precedence.
7. Do Langley rules apply near the border? No. Cloverdale is in the City of Surrey, so Surrey Zoning Bylaw 12000 applies.
