I help buyers find top-floor penthouse condos in White Rock and South Surrey, from hillside buildings above the beach to newer towers near King George Boulevard. I've been a REALTOR® since 2015 and a member of the Fraser Valley Real Estate Board's Medallion Club for 10 straight years, which puts me in the top 1% of all Realtors in the Fraser Valley by FVREB sales. I'm #1 in South Surrey/White Rock by MLS points for 2025 and 2026 year to date, with more than $500M in sales.
This page shows penthouse condos for sale in South Surrey and White Rock. The feed uses the Penthouse style tag that listing agents add on MLS, so it shows top-floor apartments that the agent has marked as a penthouse. If you want to see every apartment in the area instead, start with my South Surrey condos for sale page.
There is no legal definition of a penthouse in BC. On MLS, it's a style the listing agent picks for a unit, usually on the top floor of an apartment building. Some penthouses take up a whole floor. Others share the top floor with a few other units. Many have higher ceilings, a larger deck or a private roof deck, but none of that is guaranteed by the name.
Because the tag is chosen by the agent, a few top-floor units never get it, and a few listings use "PH" in the unit number without the tag. When you're looking, I check the tag, the floor and the unit number together, so a good unit doesn't slip past you.
Most penthouse listings on this page are in White Rock. White Rock is its own city, separate from Surrey, with its own zoning and building bylaws. Its apartment buildings sit on the hillside above Marine Drive, along Johnston Road and around Five Corners, and many top-floor units look out over Semiahmoo Bay. For the wider area, see my White Rock homes for sale page, or browse every apartment on my White Rock condos for sale page.
Views are a big part of what you pay for in White Rock, and they depend on the exact unit, the floor and what sits downhill. Ask what the City allows on nearby lots before you count on a view staying open. My Crescent Beach and Ocean Park page covers the beach areas to the west.
South Surrey is part of the City of Surrey, so zoning, permits and development plans come from Surrey. Penthouse listings here tend to be in newer apartment buildings in Grandview Heights, in Morgan Creek and along the King George Boulevard corridor. These areas are close to shopping at Grandview Corners and to Highway 99. If you'd like a condo or townhome near the shops, see my Grandview Corners condos and townhomes page.
Every penthouse is a strata lot, so you're buying into a strata corporation under BC's Strata Property Act. A top-floor unit raises a few questions that lower floors don't.
A roof deck is often limited common property. That means it's common property set aside for one unit's use, not part of the unit itself. The strata plan and bylaws show who can use it, what you can put on it and who pays for upkeep. Ask whether hot tubs, planters or barbecues are allowed, since weight and the roof membrane matter.
The roof sits right above a penthouse, so roof and membrane work matters more to you than to anyone else in the building. Read the depreciation report for the roof, membrane and elevator plans. Then read recent minutes for leaks, special levies or repairs.
Strata fees are usually based on unit entitlement, which is set out on the strata plan. A larger unit often has a higher entitlement and a higher monthly fee. The Form B Information Certificate shows the exact fee, any special levies and the bylaws in force.
For current figures across the region, see my Fraser Valley Market Stats page.
1. What makes a condo a penthouse on MLS? A penthouse is a top-floor unit that the listing agent has tagged with the Penthouse style. There is no legal definition, so confirm the floor and layout yourself.
2. Where are most penthouses in South Surrey and White Rock? Most are in White Rock, in buildings near Johnston Road, Five Corners and the hillside above Marine Drive. South Surrey has a smaller number in Grandview Heights, Morgan Creek and along King George Boulevard.
3. Is a penthouse roof deck mine alone? Not always. A roof deck is often limited common property, which is common property set aside for one unit. The strata plan and bylaws show who uses it and who pays for upkeep.
4. Do penthouse owners pay higher strata fees? Strata fees are usually based on unit entitlement, which is set out on the strata plan. A larger unit often has a higher entitlement, so check the Form B for the exact monthly amount.
5. What strata documents should I read before buying a penthouse? Read the Form B Information Certificate, the bylaws and rules, recent minutes, the depreciation report and the most recent financial statements. Look for roof, membrane and elevator items.
6. Are White Rock and South Surrey under the same city rules? No. White Rock is its own city with its own zoning and building bylaws. South Surrey is part of the City of Surrey, so permits and zoning come from Surrey.
7. Can I search for PH unit numbers instead? Unit numbers like PH1 help, but not every penthouse uses them and not every top-floor unit is tagged. I check the tag, the floor and the unit number together.
