Surrey half duplexes are attached homes on lots now covered by the City's small-scale housing zoning. This page explains the zones, the unit limits and what a buyer should confirm about title and the shared wall.
In Paragon, the MLS® system used by local REALTORS®, these homes are listed as "DUPXH 1/2 Duplex" under Residential Attached. Surrey is area F30, and South Surrey and White Rock are filed separately as F50. For the south side, see South Surrey half duplexes.

The City's provincial housing legislation page explains that Bill 44 requires local governments to allow small-scale housing on lots zoned for a single family home or duplex, without rezoning. Surrey's updates to all single family and duplex zones were approved on July 8, 2024.
The City's small-scale housing zoning page shows how old zones map to new ones. Duplex buyers will see these most:
There are over 4,600 Comprehensive Development zoned lots based on single family or duplex zones. The City says those CD zones remain in place, with added small-scale permissions by lot size under Part 52 of the zoning bylaw.
According to the City:
About 13,000 eligible lots, around 18% of small-scale housing lots in Surrey, are in these frequent bus stop areas. No off-street parking is required there for this housing if the lot meets the size rules.
On July 27, 2026, Council approved a comprehensive review of the small-scale housing rules and how they are carried out.
A Surrey half duplex can be a separate lot or a strata lot. The Province's strata housing page says owners in all strata properties, including strata-titled duplexes, must follow the Strata Property Act, the regulations and the strata's bylaws and rules.
Section 66 of the Strata Property Act says each owner's share of the common property and common assets equals the unit entitlement of their strata lot divided by the total. Section 68 puts a shared wall boundary at the midpoint of the structural wall unless the plan shows otherwise.
The City says a building permit is needed for small-scale housing, plus development permits where they apply. At application time, it will ask applicants to consider the lot's servicing capacity for sewer, water and drainage.
It also says section 219 covenants on title still apply and take precedence.

Up to 3 units on lots smaller than 280 m², up to 4 on lots larger than 280 m², and up to 6 on eligible lots of at least 281 m² within 400 m of a bus stop with 15 minute service.
The City says it was removed and its lots were rezoned to one of the new zones based on lot size.
Yes. The City says existing section 219 covenants restricting housing on a lot still apply and take precedence.
