Pacific Douglas sits in the southeast corner of South Surrey, right by the Douglas border crossing. A half duplex here gives you a newer home with its own entrance and yard without buying a full detached house. Browse the listings below, then scroll down for zoning, strata vs non-strata and what to check before you buy.

I help buyers find duplexes and half duplexes in Douglas, South Surrey's border-side pocket. I've been a REALTOR® since 2015 and a member of the Fraser Valley Real Estate Board's Medallion Club for 10 straight years, which puts me in the top 1% of all Realtors in the Fraser Valley by FVREB sales. I'm #1 in South Surrey/White Rock by MLS points for 2025 and 2026 year to date, with more than $500M in sales.
This page shows duplexes and half duplexes for sale in Pacific Douglas, the small South Surrey neighbourhood that sits right on the US border between the Peace Arch and Pacific crossings. A half duplex is one side of a building split into two homes. You own your side, and you share one wall with the neighbour. It's a way to get a ground-level home with a yard for less than a detached house on its own lot.
"Pacific Douglas" is the Paragon (MLS) sub-area name. The City of Surrey just calls it Douglas and describes it as "Surrey's most southern urban neighbourhood". It sits east of Highway 99, west of Highway 15 (176 Street) and north of the border, with Agricultural Land Reserve land and The Glades garden park on its north side. Land use is now guided by the Surrey 2050 Official Community Plan. For the full picture of the area, read my Pacific Douglas guide, or see every home type on my Pacific Douglas homes for sale page.
Douglas Elementary, at 17325 2 Avenue, is inside the neighbourhood. On the Surrey Schools boundary map, Douglas is in the Douglas Elementary and Earl Marriott Secondary catchments. Always check a specific address with the Surrey Schools School Locator.
The City of Surrey defines a duplex as a residential building divided into two principal dwelling units. The two homes can sit side by side or one up and one down. On MLS, each home that shares a wall with one other home is usually listed as a half duplex, so most listings on this page are one side of a building, not the whole thing.
How a duplex is owned matters as much as how it looks. A strata duplex is split into two strata lots under a strata plan filed at the Land Title Office. It comes with a strata corporation, bylaws and Form B paperwork, even if there are only two owners. A non-strata duplex sits on one title. The two owners often rely on a party-wall agreement registered on title to set out who looks after the shared wall, roof and services.
Surrey's rules let a duplex have a secondary suite in each half, and the BC Building Code allows one secondary suite per home. A suite only counts if it was built with permits. The City says the newer zoning rules don't make an unpermitted suite legal after the fact. If a suite matters to you, see my South Surrey duplexes with suites page and ask for the permit history.
Every property in Surrey has a zone under Surrey Zoning Bylaw 12000, and you can look up any lot in the City's COSMOS map. The old semi-detached zone, RF-SD, is now R6 (Semi-Detached Residential Zone). The old single family zones RF and RF-SS are now R3 (Urban Residential Zone), and the old duplex zone, RM-D, was removed and its lots regrouped by size.
Surrey's small-scale multi-unit housing rules apply to lots under 4,050 m² in zones RA, R1, R2, R3, R4, R5, R5-S and R6. Under those rules, lots under 280 m² can usually have up to 3 units and larger lots up to 4. Lots within 400 m of a bus stop with 15-minute service can have up to 6. Because no frequent bus route runs through Douglas, the 6-unit option is unlikely to apply here, but check COSMOS for each lot.
A few limits still apply. The City reviews sewer, water and drainage capacity when someone applies to add units. Section 219 covenants on title still apply and take precedence. Land near the ALR edge can be subject to a farm protection development permit. If you'd rather build a duplex yourself, my South Surrey lots and land page covers what to check on a vacant lot.
For current figures, see my Fraser Valley Market Stats page. If nothing is listed right now, my South Surrey half duplexes for sale page shows every duplex across South Surrey and White Rock.
