Pacific Douglas is the MLS® sub-area at the southern edge of South Surrey, against the United States border. At its centre is Douglas, which the City calls its most southern urban neighbourhood, set between the Peace Arch and Pacific Highway crossings. Its plan covers about 61 hectares, with farmland in the Agricultural Land Reserve and the Glades garden on its north side. Border traffic, the ALR edge and the age of the subdivision are worth looking at before you buy.

Planning and zoning

Planning in Pacific Douglas

The Douglas plan is complete and now sits under the OCP, with the ALR on its north side.

  • Council approved the Stage 1 Douglas land use plan in July 1996 and the Stage 2 plan in July 1999 (Corporate Report C429).
  • Douglas’s land use designations are now superseded by the Surrey 2050 OCP, but the plan still guides public amenities and infrastructure.
  • The plan area is bordered by the Agricultural Land Reserve and the Glades garden to the north.
  • The Peace Arch is a City heritage site and is listed on the Canadian Register of Historic Places.

Before you buy in Pacific Douglas

  1. Check the ALR line. On the north side, look up the parcel on the ALC map.
  2. Ask about farm neighbours. Normal farm activity next door can mean noise and smells at times.
  3. Time the border traffic. Visit on a weekend and a weekday to see how lineups affect local roads.
  4. Look up the zone. Ask the City what the zone allows, including suites.
  5. Confirm the school. Douglas Elementary is new, but check the catchment for the exact address.
  6. Check permits. Confirm additions and finished basements were permitted.

Where is Pacific Douglas?

At the southern edge of South Surrey, against the US border. The City’s Douglas plan covers about 61 hectares east of Highway 99 and west of Highway 15. The MLS® sub-area lines are set by the real estate board.

Which border crossings are nearby?

The Douglas (Peace Arch) crossing at 220 Highway 99 and the Pacific Highway crossing at 28 176th Street. Both are open to travellers 24 hours a day, according to the CBSA directory.

When did Douglas Elementary open?

Students moved in during November 2020, according to Surrey Schools. Douglas Elementary has up to 605 seats in about 25 classrooms.

Can I visit Peace Arch Park?

Yes. Peace Arch Park has lawns and gardens on both sides of the border. Because it sits on the border, officers may ask visitors for identification.

What is Dufferin Park?

A 2.8-hectare neighbourhood park at 17355 2 Avenue with a grass soccer field, a playground and a sports court. Dufferin Park is named after Dufferin Road, the old name of 2 Avenue.

What is the Glades Woodland Garden?

A City feature garden at 457 172 Street with over 3,500 mature rhododendrons and azaleas. The Glades opens seasonally with tickets, and pets are not allowed.
