I think of Elgin Chantrell as the quiet side of South Surrey: the Nicomekl River on the north, Crescent Road winding through old Elgin, and big trees on many streets.
The City of Surrey does not publish one boundary map for "Elgin Chantrell". City and school district pages use the two local names, Elgin and Chantrell Creek. When you see Elgin Chantrell on a listing, it means this pocket between the Nicomekl River and 24 Avenue, west of King George Boulevard.
The main roads are Crescent Road, King George Boulevard, 24 Avenue, 32 Avenue, 137 Street and 144 Street. Highway 99 is reached north of 32 Avenue. TransLink route 352 runs along the Crescent Road corridor, and route 351 runs between White Rock Centre and Bridgeport Station through the South Surrey Park & Ride.

Two public schools sit inside the area: Chantrell Creek Elementary at 2575 137 Street and Elgin Park Secondary at 13484 24 Avenue. Being near a school is not the same as being in its catchment. Surrey Schools sets catchment by home address through its School Locator, so check each address before you rely on it. On the Surrey Schools boundary map, most of Elgin Chantrell is in the Chantrell Creek Elementary catchment, with Crescent Park Elementary covering the western end along Crescent Road. The secondary catchment is Elgin Park Secondary.

Acreage lots: what the RA zone allows4,050 m² minimum · Coach house rules
This is the part buyers ask me about most. Under Part 12 of Surrey Zoning Bylaw 12000, the RA Acreage Residential Zone is meant for lots of about one acre or more. The minimum lot size for a new subdivision is 4,050 m², with a minimum width of 50 m and depth of 60 m. An RA lot may hold up to two dwelling units. Accessory uses can include a secondary suite, a garden suite or a coach house. A coach house must be at least 35 m² and is usually capped at 75 m², not counting a garage or carport. The cap can rise to 120 m² where the main house has not used its full permitted floor area. Agriculture and horticulture uses are allowed only on lots of 2 hectares or larger. Some Elgin Chantrell properties are on private wells and septic systems. The Province keeps well records in its GWELLS system, though older wells may not appear there. Fraser Health says a home not on a community sewer needs an onsite system that meets the Sewerage System Regulation, and only an Authorized Person can design, install, repair or inspect it: a Professional Engineer or a Registered Onsite Wastewater Practitioner. Check ALR status parcel by parcel in the Agricultural Land Commission's ALR Property and Map Finder, searched by PID or address. East of Highway 99, Hazelmere has more acreage and farm land.
Is Elgin Chantrell an official City of Surrey neighbourhood?
It is a Paragon (MLS) name that combines two local names, Elgin and Chantrell Creek. The City and school district use those two names, but there is no single City boundary for "Elgin Chantrell".
