Elgin Chantrell is the MLS® sub-area on the south bank of the Nicomekl River in South Surrey. A small settler community was farming here by 1879, and Crescent Road still follows the river along the route first cut in 1883. Lots run from acreage zoning to suburban streets, with farmland behind the dykes, so the floodplain, the ALR line and heritage status are worth checking lot by lot.

Planning and zoning

Planning in Elgin Chantrell

No City land use plan is named for Elgin or Chantrell, so zoning, the OCP, the floodplain and the ALR apply lot by lot.

  • The City’s South Surrey land use plans page lists no plan for Elgin or Chantrell, so check the zoning and OCP designation for the exact lot.
  • Nico-Wynd/Crescent Road is one of the neighbourhoods named in Surrey’s coastal floodplain, which covers about 20% of the city’s land.
  • Crescent Road, Elgin Hall, Elgin School and the Stewart Farmhouse are each protected by a heritage designation bylaw.
  • Farm parcels in the Nicomekl lowland can be in the Agricultural Land Reserve, where the Agricultural Land Commission’s rules apply on top of City zoning.

Before you buy in Elgin Chantrell

  1. Check the floodplain. Ask the City whether the lot is in the Nicomekl floodplain and what flood construction level applies.
  2. Confirm the ALR line. Look up the parcel on the ALC map before you plan a new house, shop or subdivision.
  3. Read the zone for this lot. Acreage, suburban and agricultural zones sit side by side here, and each allows different things.
  4. Check heritage status. Find out if the property, or the one beside it, is on the Surrey Heritage Register.
  5. Confirm the services. Ask which City water, sewer and drainage services reach the property before you plan an addition.
  6. Walk the lot in the rain. If you can, look at the ditches, culverts and low spots after a heavy rainfall.

Elgin Chantrell questions

Where is Elgin Chantrell?

It is an MLS® sub-area on the south side of the Nicomekl River in South Surrey. Elgin is an official BC community name, and Chantrell Creek flows north into the Nicomekl. The real estate board sets the sub-area lines, so check where a listing is placed.

Where does the name Elgin come from?

W.C. McDougall chose it for the post office in 1885 after consulting neighbours, including Harry Chantrell, whose name is on Chantrell Creek. BC Geographical Names records two explanations: Lord Elgin, a governor general of Canada, or Elgin in Bruce County, Ontario. The Elgin Post Office opened on 1 November 1885.

Is Elgin Chantrell in the ALR?

Some of it is. Farmland in the Nicomekl lowland is in the Agricultural Land Reserve, and Elgin Heritage Park’s own parcel is partly ALR. ALR status is set parcel by parcel, so check the exact address on the Agricultural Land Commission map. You can also check an address with the zoning lookup at the top of this page.

Is Elgin Chantrell in a floodplain?
