Living in Promontory

Promontory is an MLS® sub-area name in the City of Chilliwack. The City doesn’t publish a boundary for it. The City describes Jinkerson Park as located in the Promontory neighbourhood, and the South Vedder Neighbourhood Plan area is bordered by the Promontory neighbourhood to the southeast. As a rough guide, it is the hillside area east of Vedder Road, above the Vedder and Sardis flats, with Promontory Road as its main road. That is an orientation, not a City boundary. Planning, zoning and flood

Planning and flood notes for Promontory

Plans, zoning and flood rules can be different for each lot.

  • Official Community Plan Bylaw 2025, No. 5500 (Chilliwack 2050) was adopted on December 16, 2025. It covers the whole city, including Promontory.
  • Promontory is one of the designated hillside and upland areas where a Development Permit Area 2 (DPA2) permit is required before subdivision, construction, land clearing or earthworks. The City’s DPA2 guide shows these areas on OCP Schedule E, Map 14.
  • Under the previous 2040 OCP, growth was directed to designated hillsides governed by Comprehensive Development Area Plans, including Promontory. That plan has been replaced by Chilliwack 2050.
  • A Promontory Development Plan from 1994 is mentioned in sources that are not City pages. I could not confirm it on an official City page, so I am not relying on it.
  • The South Vedder Neighbourhood Plan covers the adjacent area. Council adopted it in 2022 and it was updated in 2025 with the Official Community Plan. It borders the Promontory neighbourhood to the southeast.
  • ALR: I found no ALR land in Promontory in the official sources I read. ALR status is set address by address.
  • Slope: the City’s DPA2 guide says the objectives include reducing slope hazards, erosion and flooding, and making sure development responds to the natural terrain and drainage patterns.
  • A DPA2 application requires a geotechnical report by a registered geotechnical engineer, covering the hazard and slope assessment, setbacks and cut and fill, site stability, and drainage and soil conditions. An environmental assessment and a hydrology report may also be required.
  • Flood: the City’s floodplain bylaw guide says much of Chilliwack lies in the floodplain of the Fraser, Vedder or Sumas rivers or of one of several creeks entering the valley from hillside areas. The Floodplain Regulation Bylaw, No. 4519, regulates construction in the floodplain. Whether a lot is in a floodplain is a lot-by-lot question.

Before you buy in Promontory

  1. Check the hillside permit. Ask the City whether the lot needs a DPA2 permit and a geotechnical report before you plan any building, clearing or earthworks.
  2. Look at slope and drainage. Check retaining walls, drainage and how water runs off the lot and the lots above it.
  3. Confirm the school catchment. Use the SD33 School Locator for the exact address, including which middle school it feeds.
  4. Check the flood rules. Ask the City whether the lot is in a designated floodplain or near a creek.
  5. For a strata home, read the documents. The depreciation report, meeting minutes, bylaws and fees, plus any special levies.
  6. Get a full home inspection. Check the roof, drainage, furnace, plumbing and wiring.

Promontory questions

Where is Promontory?

Promontory is an MLS® sub-area name. The City doesn’t publish a boundary for it. The City describes Jinkerson Park as located in the Promontory neighbourhood, and the South Vedder Neighbourhood Plan area is bordered by the Promontory neighbourhood to the southeast. That is an orientation from addresses, not a City boundary, so ask me if a specific address is in it.

How do I get around from Promontory?

BC Transit route 54 Promontory runs between Cottonwood Mall and Promontory, via Vedder Rd, Promontory Rd, Teskey Way and Sylvan Dr. Timing points include Vedder and Promontory, Teskey and Promontory, and Sylvan and Vista. The Rider’s Guide shows route 54 service on weekdays, Saturdays and Sundays. I did not find any new or planned bus lines for Promontory. See the route 54 page.

Which school is in Promontory?

Promontory Heights Elementary Community School (kindergarten to grade 5) is at 46200 Stoneview Dr. SD33’s Families of Schools list puts it in the G.W. Graham Secondary family. I am not stating which middle school it feeds, because my sources differ. Check an exact address with the SD33 School Locator.

What parks and library are near Promontory?

Jinkerson Park, at 5869 Jinkerson Rd, has a pump track, a multi-use games area, playgrounds and off-leash dog areas. Mount Thom Park is a 70-hectare wooded park with trails from the Promontory side. The nearest library is the Sardis Library at 5819 Tyson Road. No library branch is in Promontory itself.

What plans and rules cover Promontory?

Official Community Plan Bylaw 2025, No. 5500 (Chilliwack 2050) covers the whole city. Promontory is a designated hillside and upland area where a DPA2 permit is required before subdivision, construction, land clearing or earthworks.

How does the hillside affect building in Promontory?

A DPA2 application requires a geotechnical report by a registered geotechnical engineer, covering the hazard and slope assessment, setbacks and cut and fill, site stability, and drainage and soil conditions. Ask me or the City about a specific lot.

Is any of Promontory in the ALR, and what are the lots like?

ALR status is set parcel by parcel, so check the exact address on the Agricultural Land Commission map. I found no ALR land in Promontory in the official sources I read. Lot size (MLS sales data, not an official source): the median lot size of detached houses sold between July 1 and October 8, 2026 was 5,246 sq ft, based on 16 sales with a recorded lot size.
