Planning and zoning

Planning in Annieville

Zoning and plan designations can be different for each lot.

  • Delta Council adopted the Official Community Plan 2024, “Housing Our Future” (Bylaw No. 8400), on July 8, 2024.
  • The OCP gives the commercial village at Annieville its own development permit area (ND3). The City says the village has a special character and provides local services, and that new buildings there should sit close to River Road.
  • The North Delta Area Plan (revised March 2015) welcomes residential infill on smaller lots east of 116 Street between 90 and 96 Avenue. Outside the areas it names, it does not encourage more density.
  • Near 88 Avenue and 119 Street, the same plan describes the Kennedy area as a place for shops, services and housing. A 14-storey building went up there in the 1980s, and the plan says more high-rise building would be encouraged. It describes the Kennedy Heights Mall site as large, with room to redevelop. The MLS® map does not name this area, so ask me about a specific address.
  • Delta changed its zoning in 2024 so that many single detached and duplex lots can have a secondary suite plus up to two detached suites (a garden suite or coach house). The rules differ by lot, so ask me or the City about an address.
  • From MLS® sales data (not an official source): the median lot size of detached houses sold from July 1 to October 8, 2026 was 6,840 square feet, across 11 sales with a recorded lot size.

Before you buy in Annieville

  1. Check the river bank and any slope. The OCP says the Fraser River waterfront, river bank and ravine slopes in its Fraser River Escarpment area (ND1) are subject to erosion and land slip. If a home is near the river or a slope, ask the City about the exact lot.
  2. Check what is planned nearby. Ask the City what the plans allow on the lots around the home, especially near the River Road village, 116 Street and the Kennedy area.
  3. Confirm the school catchment. Use the Delta School District school locator for the exact address.
  4. For a strata home, read the documents. The depreciation report, meeting minutes, bylaws and fees, plus any special levies.
  5. Confirm any suite. Ask whether it was built with a permit before you count on it.
  6. Get a full home inspection. Check the roof, drainage, furnace, plumbing and wiring.

Where is Annieville?

Annieville is an MLS® sub-area name in North Delta. On the MLS® map it covers roughly 84A to 96 Avenue and 112 to 119A Street. Scottsdale is next door to the south and Nordel is to the west. These edges are approximate and are not an official City boundary, so ask me if a specific address is in it.

How do I get around from Annieville?

The 312 runs between Scottsdale Exchange and Scott Road Station by way of 112 Street, 92A Avenue, 114 Street and 96 Avenue. The 391 runs between the same two stops by way of 72 Avenue, 116 Street and 96 Avenue. Scott Road Station is on the Expo Line, in Surrey.

Which schools are in Annieville?

Annieville Elementary (kindergarten to grade 7) is at 9240 112 Street, next to Annieville Lions Park. Gibson Elementary (K-7) is at 11451 90 Avenue and Hellings Elementary (K-7) is at 11655 86 Avenue. Delview Secondary (grades 8 to 12) is at 9111 116 Street. Check the Delta School District school locator for an exact address.

What is happening at Annieville Lions Park?

Delta Council endorsed an updated master plan for the park on December 8, 2025. The City’s project page says detailed design was set to begin in winter 2026 and construction in fall 2026. The plan adds a multi-use games area, a second picnic shelter and more seating, and no trees are to be removed. See the City project page for current timing.

Is any of Annieville in the ALR?

ALR status is set property by property, so check the exact address on the Agricultural Land Commission map. My online zoning lookup does not cover Delta yet, so you can also send me the address and I’ll check it.
